About association
The Lithuanian Roads Association is an independent, voluntary union of public companies, enterprises, and scientific and designing organizations, uniting 26 members. Its activity is related to road and street building, bridge building, designing, and repairs. The Association agglomerates the biggest enterprises working in the field of road building, bridge building, specialized road work and production of materials necessary for roads. Besides the road building work, the Association members construct air ports, sea and river ports, railways, as well as carry out researches of the transport infrastructure, road network development, road building materials and transport structures, work out standard documentation of road designing, building and maintenance.
After restoration of the Independence in Lithuania, the principles of the road management structure have changed and the road builders of the country decided to join their efforts in the solution of all urgent industrial issues. Thus, in 1993 eight greatest Lithuanian road building enterprises established the Association of Lithuania Road Builders which was called Lithuanian Roads. The Association represents the national interests of Lithuanian road builders, coordinates the actions of enterprises related to the state road building policy, solves economical and legal problems common to industrial enterprises, cooperates with similar organizations of Lithuania and foreign countries, participates in the drafting of legislation and regulations, looks for markets within the country and abroad.
Lithuanian road builders have old traditions of road building and have always been among the leaders. Road building companies of the Association have state-of-the-art equipment, and use the most advanced technologies for road building and maintenance.
"Kauno tiltai" is the biggest bridge and road building company in Lithuania. For road building, the company uses the best technologies available at the world market. Recently, a new generation plant of asphalt concrete has been started in the company. It contains the mixing machine Benninghoven and other modern equipment. The company "Zemaitijos keliai" was one of the first in Lithuania to implement the technology of bitumen emulsion production, which resulted in the achievement of the quality level of emulsion produced in Europe. The companies "Siauliu plentas", "Panevezio keliai", "Zemaitijos keliai" produce cold asphalt-concrete and make road pavement of the cold mixtures containing bitumen emulsion. For that they use the new generation mobile cold mixture plant with the capacity of 150 t/h.
Today the Association unites high-capacity and professional road and bridge building companies performing most of the work in Lithuania and rendering road building services outside Lithuania. Most of them have implemented quality management systems in accordance with the international standards ISO 9002 and ISO 14001. The Association members have sufficient capacity to carry out different work at the cost of 900 million Litas (260 million euro) per year.
In Lithuania, road building and maintenance is one of the most important branches of economic activity. Companies and organizations that are the members of the Association successfully compete as reliable partners in Lithuanian market of road building and construction of transport structures; they maintain road builders' prestige and traditions, strive for the highest quality of work and implement state-of-the-art technologies used in the world technologies.
The Association and its members are the leaders of the road building branch in Lithuania, they concentrate road building work and create better financial possibilities, and - using the most up-to-date road building and maintenance technologies - have all capacity to build roads and other objects in the foreign market and to win international tenders within their field.

Lithuanian Road Network
There are 5.8 km of roads per 1,000 of population in Lithuania and 331 km of state roads per 1,000 sq. km of its territory. The majority of our roads (54%) has asphalt pavement. There are 6 European motorways crossing the country: E67 Via Baltica: Helsinki - Tallinn - Riga - Panevezys - Kaunas - Warsaw - Wroclaw - Praha, E28: Berlin - Gdansk - Kaliningrad - Marijampole - Prienai - Vilnius - Minsk, E77: Pskov - Riga - Siauliai - Kaliningrad - Warsaw - Krakow - Budapest, E85: Klaipeda - Kaunas - Vilnius - Lida - Cernovcy - Bukuresti - Aleksandropoul, E262: Kaunas - Utena - Daugavpils - Rezekne - Ostrawa, E272: Vilnius - Panevezys - Siauliai - Palanga - Klaipeda.
Thus Lithuania, even compared with the economically stronger states, has a fairly well-developed road network. It is important to preserve, maintain and develop it so that it is smoothly included into the European network. One of the main stimulus to develop the road network in the country is that Lithuania is a transit country with a number of roads crossing it from the west to the east and from the north to the south.
While improving the road network, a number of roads should be reconstructed so that they meet the requirements of the people and transport as well as all modern technical, economic and environment requirements, were fast, convenient and safe. This task remains one of major concerns for the road engineers in Lithuania for the present and nearest future.
